Residents in West Central Minnesota mopped up wet basements after a low pressure system made an area from Willmar to Redwood Falls its bullseye for heavy rains. Willmar recorded 4.11 inches of rain during the Wedneday afernoon to Thursday morning event. Timothy James Barr, 51, of St. Paul was arrested Tuesday by St. Paul police on suspicion of murder. He is being held at the Ramsey County Jail. He has not been charged.
