County tables resolution on joint dispatch

WORTHINGTON -- Nobles County Commissioners tabled action on a resolution pertaining to the Public Safety Answering Point (PSAP) consolidation during their meeting Tuesday.

The proposed project involves the consolidation of several county dispatch centers in southwest Minnesota into a central dispatch site. Six counties have participated in the PSAP study for the past several months.

"It's up to each county board if they want to make that decision to move forward," said Nobles County Sheriff Kent Wilkening on Tuesday morning.

Initially, nine counties were involved in the study. Wilkening said that while a few opted to drop out, they may still reconsider and join the consolidation effort. All counties interested in moving forward must pass a resolution by May 1.

"Technology-wise, it can be done," Wilkening said. "The more counties that are involved in this, the better your cost savings are."

"The more we work together, the better it will be," said Benson.

Commissioners Thier and Leistico recommended tabling action until they met with members of the Worthington City Council in a meeting scheduled for Tuesday afternoon. The item will be included on the agenda for the commissioners' next meeting at 9 a.m. April 20.

In other action, the board:

- Approved the designation of county state aid highway (CSAH) status to Nobles County 55 in Dundee. The status change will allow the county to make necessary improvements to the road in the coming years. Public Works Director Stephen Schnieder said the county had some undesignated CSAH mileage to make the conversion. As a result of the change, the road will change from Nobles County 55 to CSAH 39.

- Approved a conditional use permit for 3B Farms LLC, Adrian, to construct a 70- by 202-foot cattle confinement barn with a pit below in Section 25, Lismore Township; and a conditional use permit for Lane Bullerman of Adrian to construct a 40- by 750-foot extension on the east side of an existing barn in the northeast quarter of the northeast quarter of Section 7, Little Rock Township.

l Authorized acceptance of a $9,931 MPCA Subsurface Sewage Treatment System (SSTS) base grant for the county's Environmental Services department.

- Authorized acceptance of the annual boat and water grant, amounting to nearly $1,000, for the Nobles County Sheriff's Office.

- Approved a contract renewal between the Sheriff's Office and the Department of Corrections to house inmates who work in the community. The county receives a contracted rate of $55 per day per inmate.

- Approved an ARMER subscriber agreement, which will pave the way for the county to receive nearly $17,000 in grant dollars to purchase radios for the ARMER system.

- Received an annual report from Jane Hennagir, risk management consultant for the Minnesota Counties Intergovernmental Trust (MCIT). In the last three years, the county has been reimbursed more than $321,000 in dividends, after contributing approximately $966,000 to the trust.

- Received an annual report from Jan Voit, Heron Lake Watershed District, on projects their agency is working on.
