DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT

Independent School District 518, Worthington, is proposing a facility project affecting school buildings throughout the district to address growing enrollments and facility condition. The project includes construction of a new intermediate school, additions and renovations at the High School and Prairie Elementary School, and demolition of the West Learning Center. The district will hold a bond referendum on November 5, 2013.

The referendum question requests authority to issue $38,975,000 of 20-year general obligation bonds, including the costs of issuance, to complete the projects. A 51,280 square foot addition to the High School, along with remodeling of spaces including classroom space for family and consumer science, industrial technology, and science will provide a facility capable of serving 1,000 students. The addition will include 10 classrooms, a music room, a multipurpose gymnasium, and an expansion of the kitchen and cafeteria commons. West Learning Center will be demolished, and a new 105,000 square foot elementary school to serve students in grades 3 to 5 will be built on the current Prairie Elementary School site. Prairie Elementary School will serve student in prekindergarten through grade 2, and is slated for minor remodeling to accommodate early childhood and community education programs. Site and student activity areas at both the High School and Prairie Elementary School will be improved.

The school board has studied facility options and believes the project proposed best meets the long-term needs of the district. If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minnesota Statutes, section 123B.53, subdivision 3, if the bond schedule is approved. The amount of debt service equalization aid, if any that the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements.

REVIEW AND COMMENT STATEMENT

Based upon the department's analysis of the school district's required documentation and other pertinent information from sources of the Minnesota Department of Education, the commissioner of Education is providing a positive review and comment for this project.
