Fighting breaks out at peace celebration

FARGO, N.D. - Police pepper sprayed and arrested one person after a fight broke out between about 20 people in the Fargodome parking lot after a Sudanese peace celebration.

Officers were called to the dome's east parking lot at 12:47 a.m. Sunday and arrived to find 20 to 30 people in the lot, a large group of them actively fighting, Sgt. Jeff Skuza said.

Officers activated their lights and sirens to scatter the crowd, but two men continued to fight with a woman between them, Skuza said.

One of the men, 18-year-old Richard Wulu, was arrested "because in the officer's judgment, he appeared to be the aggressor," Skuza said.

Wulu was pepper sprayed after disobeying several commands to stop fighting, Skuza said. Wulu was arrested on suspicion of resisting a peace officer.

The fight apparently started after someone was kicked out of the dome for trying to pick fights inside, Skuza said.

Machien "Justin" Luoi, one of organizers of the event, said he didn't know what prompted the fight or who was involved.

"It was not related to the event," he said. "It was an isolated case."

One person was taken to MeritCare for injuries suffered when, according to witnesses, he was hit with a buckle end of a belt, Skuza said, adding the case is under review.
