Kruger, 48, also has pending methamphetamine charges in Pennington County, S.D., the complaint states, and has a prior controlled substance conviction in Rock County from a January 2002 arrest.

According to the complaint, members of the Buffalo Ridge Drug Task Force, accompanied by Rock County law enforcement, executed a search warrant on South Steen Street shortly before noon on Feb. 25. The warrant was based on information gathered about controlled substance activity and provided for a search on Kruger's person as well as his residence.

Officers familiar with Kruger through previous law enforcement contact recognized him driving out of town in a red pickup as authorities approached the residence. A Rock County deputy turned around to make contact with Kruger so the search warrant could be executed, but Kruger allegedly continued northbound, crossing the highway in front of an oncoming vehicle. As the deputy moved to the left lane to maintain visual contact with Kruger, he allegedly observed Kruger's hand come out of the window and throw what appeared to be a bag out onto the road. The deputy stopped the vehicle a short time later.

A state trooper who had followed to assist with traffic was told what the deputy had observed and went back to the approximate area the bag was thrown. She located a bag that matched the deputy's description, photographed the evidence and observed a large amount of white powder present in the bag.

The trooper transported the bag back to the residence, where it was field tested by an agent of the drug task force. The white substance tested positive for meth and weighed in at 6.8 grams.

Bond for Kruger was set at $30,000 and an order for a public defender was granted. His next court appearance is scheduled for March 15 at the Rock County Courthouse.
