July 8, 2014, Regular Session

The Nobles Board of Commissioners met in regular session at the Government Center in the City of Worthington. Commissioners Marvin Zylstra, Gene Metz, Matt Widboom, Robert Demuth Jr. and Donald Linssen were in attendance.

  • Approved agenda and proceedings of the June 17th County Board meeting, June 17th Board of Appeal & Equalization meeting, June 27th County Board emergency session and July 1st County Board special session.

  • Angelo Torres, Information Technology Director, was acknowledged for the Excellence in Performance Award.

  • Held public hearing and adopted resolutions approving tax abatement requests for Johnson Builders and Realty Inc. for construction of a new three (3) unit condominium.

  • Appointed Chris Dybevick as Chief Deputy Sheriff.

  • Approved closing the current inmate trust account at Wells Fargo and opening a new one due to a change in vendors.

  • Approved sending a letter to the State of MN Secretary of State in support of keeping local control of the Uniform Commercial Code (UCC) filings and search services.

  • Approved to hold the December 2, 2014 meeting at 3:00 p.m. due to the 2015 Proposed Budget and Tax Levy Public Hearing.

  • Tabled action on the Avera Marshall Regional Medical Center contract renewal.

  • Approved a purchase of service agreement with Avera McKennan for mental health services.

  • Approved group residential housing agreements with Jerry and Leila Janssen, Adrian Country Living, Client Community Services, Ecumen Meadows, Golden Horizons, Habilitative Services Inc., New Dawn Inc., Prairie House and Southwestern Mental Health Center.

  • Approved an hourly contract with Hedeen, Hughes and Wetering for legal services for CHIPS, Permanency and TPR cases.

  • Approved conditional use permit #22-2014 to Trent Slater, Rushmore MN to move in 4 calf barns.

  • Approved conditional use permit #23-2014 to Knips Brothers, Magnolia MN for construction of a cattle finishing barn with concrete pit below.

  • Approved conditional use permit #24-2014 to Richard Zebe, Adrian MN for construction of a hog finishing building with concrete pit below.

  • Authorized advertisement for bids for bridge replacements.

  • Adopted resolution to request the Department of Transportation to conduct a speed study on all county roadways coming into Worthington.

  • Approved retaining Kurt Deter, Rinke Noonan Attorneys at Law, for $200.00 a month on issues relating to drainage.

  • Approved all job descriptions and associated point values as part of the Comparable Worth Study.

  • Closed the meeting under M.S. §13D.03 to discuss union negotiation strategy.

  • Approved an hourly contract with Kayla M. Johnson for legal services for CHIPS, Permanency and TPR cases.

  • Approved an architectural design proposal with Vetter Johnson Architects, Inc. at the estimated cost of $22,000.00 for Government Center stairway improvements

  • Kathleen Kusz, County Attorney, presented William Klumpp, Minnesota Attorney General’s Office, with a plaque of appreciation for his work on two Nobles County cases.

  • Approved June 27, 2014 travel expenses.

  • Approved claims for payment totaling $5,074,755.77.

  • No further business, meeting adjourned at 12:51 p.m.
