Nobles County Board Summary of Minutes

June 17, 2014, Regular Session 

The Nobles Board of Commissioners met in regular session at the Government Center in the City of Worthington. Commissioners Marvin Zylstra, Matt Widboom, Gene Metz, Donald Linssen and Robert Demuth Jr. were in attendance. 

  • Approved amended agenda and proceedings of the June 3rd, 2014 County Board meeting.

  • Presented a certificate of appreciation to Michael Thies, retiring Financial Assistance Supervisor.

  • Held public hearing and adopted changes to Nobles County Tobacco Ordinance including:

  1. Updating the definitions section.
  2. Updating the license application process to included criminal background checks, transfers, resident manager requirement, and removing NRCHS as enforcement and licensing agency.
  3. Adding provision regarding proximity to schools for new licensees in cities with over 2,500 residents.
  4. Adding a provision for maximum number of retail establishments per county based on US Census data.
  5. Prohibiting retail roll-your-own machines.
  6. Updating basis for denial section.
  7. Increasing minimum age to sell tobacco from 16 to 18.
  8. Prohibiting blunt wraps and imitation tobacco products.
  • Adopted a resolution authorizing the Sheriff’s Office to conduct background checks and to set regulations for how those background checks are conducted.

  • Approved a Joint Powers agreement for work release services.

  • Approved a credit card request to Jay Clarke, Deputy Sergeant.

  • Adopted a resolution to advance the funding from 2015 to replace the bridge on CSAH 1.

  • Approved an amendment to the Public Health Emergency Preparedness Grant Contract award.

  • Approved change order #5 for Doom & Cuypers Construction, Inc., in the amount of $14,939.25 for work relating to the elevators and fire alarm system.

  • Adopted resolution reappointing Rita Domagala to the Library Board.

  • Appointed Chairperson and Vice-Chairperson to the County Canvassing Board for the 2014 General Elections.

  • Adopted resolutions establishing an Absentee Ballot Board, a UOCAVA Absentee Ballot Board and a Mail Ballot Board for all elections.

  • Approved June 13, 2014 travel expenses.

  • Approved claims for payment totaling $363,124.10.

  • No further business, meeting adjourned at 4:38 p.m.
