Local couple arrested on meth-related crimes

WORTHINGTON — Two people from Worthington are facing methamphetamine-related charges involving children after an alleged assault resulted in a search warrant at their home.
Dustin James Lowe, 26, and Sarah Ann Dickey, 23, are each charged with fifth-degree controlled substance possession, storing meth paraphernalia in the presence of a child, possession of a small amount of marijuana and drug paraphernalia. Both have a previous drug offense conviction and both are currently on probation.
Lowe is also charged with second-degree assault with a dangerous weapon, terroristic threats, domestic assault and disorderly conduct.
The complaints state a man contacted authorities Feb. 13 and said he had been assaulted in Lowe’s home. The victim said he stopped at Lowe’s while out walking his dog, and a young child who did not look cared for opened the door. The man roused Lowe, who had been sleeping on the couch.
Lowe allegedly came up off the couch and attacked the victim, who admitted he swung at Lowe to protect himself. Both men fell to the ground and Lowe bit the victim. Lowe allegedly told one of the children to get a knife from the kitchen, but the child did not comply. The victim said Lowe grabbed a knife and chased him around the house making jabbing motions with the weapon. When the dog’s leash got caught on the couch, Lowe threatened to stab the animal.
The victim, who said he was familiar with the way people acted when on meth, thought Lowe was coming down from a meth high. Lowe’s eyes, the victim said, “looked like they were going to come out of his head.”
Authorities went to the residence, and a woman they recognized as Dickey answered the door. Lowe came to the door, and the officers noted the veins in his arms were visible and he had a hard time remaining still.
He was placed under arrest and brought to the law enforcement center. His actions gave the officers reason to believe he was under the influence of meth.
During the interview, Lowe said the victim came to his home and “started swinging.” He said he bit the man to stop him from hitting him. He allegedly admitted he did have a knife in his hand, but did not stab it toward the victim. Lowe said he held the knife behind his back and told the man to leave.
Lowe was turned over to jail staff, who later reported Lowe’s urine tested positive for both marijuana and meth.
On Feb. 15, Lowe’s bail was set at $5,000.
On Feb. 16, the Buffalo Ridge Drug Task Force executed a search warrant at Lowe’s residence. Inside the home, agents found no one there. While clearing the residence, an agent found a pen tube that field tested positive for meth. Another agent saw Dickey and Lowe drive past the house, so a traffic stop was conducted and the two were arrested for fifth-degree controlled substance possession.
Continuing the search, agents found child-related items, including a potty chair. Under the chair was a spoon with white residue that tested positive for meth. Throughout the house, they found other items associated with meth — small baggies, broken light bulbs that tested positive for residue and more spoons with white residue. In the attached garage, an agent found a hypodermic syringe and needle and some marijuana, along with a “one-hitter” pipe.
From former knowledge, the agents were aware of the couple’s two children — a 3-year old and a 4-year-old — who lived in the home.
Bail was set at $1,000 for Dickey and $2,500 for Lowe. Public defenders were approved for both.
