A pre-emptive strike on North Korea would draw other nations into the conflict. Anything that makes the North Korean government lose face may cause them to commit suicide and take half the world with them.
It would be better to use a B-52 and drop a few carloads of rice on Pyongyang. The military would break ranks to sweep up the rice, and the government could claim they made rice instead of fire rain from the sky.
We could use drones and do the same thing for every little hamlet. It would take months to pick up all the kernels of rice, which the starving people would surely do.
It may be time for China to liberate North Korea. I don’t think Russia could get away with it.
