When folks don't have jobs, or worry their income is on the line, the last thing I think many of them spend their money on is golf fees. Look at any of the small town courses around here, are any of them making money? From what I've heard they are all struggling. Maybe it's time for these cities to take a good hard look at what's really important to their community as a whole vs. providing an expensive entertainment/sports venue for a few weathly elite. I don't think your lower rates are going to make one whit of difference other than those members who can afford to play snickering at the great deal they got at the taxpayers expense.
