Representatives of Luverne’s city council, Chamber of Commerce, Optimist Club, area businesses and Sanford Medical Center held a groundbreaking ceremony Tuesday afternoon at the Blue Mound Ice Arena in Luverne. The $750,000 project will be funded in part by the City of Luverne and Sanford, both pledging $20,000 per year over five years.
