What is the purpose of a governmental board comprised of citizen members? In the case of county boards, they serve a four-year term and are responsible for the operation of the county and its delivery of services
I am all for flood control and water quality improvement, but why does the Heron Lake Watershed District show blatant irresponsibility in their request for additional locally generated funding in order to expand their program?
This letter is in response to the person who wrote to say that one of the speakers at the meeting of the HLWD was a Jackson County commissioner who did not live within the boundaries of the watershed district and that the proposed WMD would not affect him.
I attended the Board of Water and Soil Resources meeting about the Heron Lake Watershed District’s proposed Watershed Management Plan on Thursday evening. I have to say the Jackson County commissioner did a good job of getting people to the meeting.

Jackson County Commissioner David Henkels has done a good job in researching and notifying his constituents of the intent of the HLWD to raise their taxes any time that they feel they should have some more money to spend.
