Worthington City Council continues budget sessions

WORTHINGTON -- For its third round of budget discussions, the Worthington City Council heard from representatives from the city's community development and engineering departments.

The community development department's projected total revenue for 2012 remained the same as the year before at $ 155,600.

According to Brad Chapulis, the city's manager of community and economic development, the primary source of revenue for the department is from the issuance of non-business licenses and permits.

"The number of (building) permits issued this year is up but the valuation is down, so the amount of revenue coming in is less than what was anticipated," Chapulis said.

Additionally, delay in two large scale projects -- namely JBS' expansion of a freezer warehouse facility as well as Worthington's long-planned events center, have contributed to the projected revenue outlook.

Chapulis added that the delay in the JBS project is mainly due to the fact that the company is hoping to "get the kinks out" of the same facility that was recently built in Marshalltown, Iowa.

The projected operational cost for community development is $611,255, which is down about $58,000 from last year. That's largely due to the elimination of a community planner position.

Apart from the eliminated position, the 2012 budget remained mostly the same as in 2011, Chapulis said, with the exception of a one-time contribution to Worthington Rediscovered, a city effort to "strengthen established residential areas through removal of substandard housing and reinvestment of redevelopment projects."

The city engineering department's operating cost for the following year is expected to increase by $12,866.

City engineer Dwayne Haffield said that the two major components that added to the increase in cost are for equipment and furniture/fixtures, and computer software and design services.

The next budget meeting is scheduled for Thursday.
