The board ruled to grant a permit to Energy Transfer Partners of Dallas, TX to build a hazardous liquid pipeline using eminent domain. The Dakota Access Pipeline would bisect the state of Iowa diagonally, carrying oil from North Dakota's Bakken oil fields to a distribution hub in Patoka, Ill.
