The City of Worthington Planning Commission will hold 4 public hearings on Tuesday, April 7, 2015, for the purpose of considering the following business:

  1. Special Use Permit - Solid Rock Assembly of God is seeking the issuance of a special use permit for the construction of a 1,198 square foot addition to the existing church located at 1730 Diagonal Road. The property is zoned “B-3” -General Business. Religious institutions are permitted in the “B-3” district through this issuance of a special use permit. The legal description of the subject property under consideration is as follows:

 
A parcel of land located in the Southeast Quarter of Section 15, Township 102 North, Range 40 West, City of Worthington, Worthington Township, Nobles County, Minnesota, being more particularly described as follows:

Commencing at the southeast corner of said section; thence north 44 degrees 48 minutes 02 seconds west, assumed bearing, along the center line of former minnesota trunk highway 266, a distance of 964.53 feet to the point of beginning of this description; thence continue north 44 degrees 48 minutes 02 seconds west, along said center line, a distance of 637.57 feet; thence north 45 degrees 11 minutes 58 seconds east a distance of 294.66 feet; thence south 84 degrees 27 minutes 24 seconds east a distance of 142.59 feet; thence south 64 degrees 28 minutes 59 seconds east a distance of 160.00 feet; thence north 65 degrees 52 minutes 50 seconds east a distance of 231.05 feet; thence south 16 degrees 42 minutes 51 seconds east a distance of 175.33 feet; thence south 46 degrees 55 minutes 18 seconds east a distance of 141.00 feet; thence south 45 degrees 11 minutes 58 seconds west a distance of 578.40 feet to the point of beginning, except that part thereof lying within the road right-of-way of county state aid highway 25.

Commencing at the southeast corner of said section; thence north 43 degrees 30 minutes 13 seconds west, assumed bearing, along the center line of former minnesota trunk highway 266, a distance of 1900.60; thence north 46 degrees 29 minutes 47 seconds east a distance of 150.00 feet to a point on the northeasterly right-of-way line of said highway, said point also being the point of beginning of this description; thence south 43 degrees 30 minutes 13 seconds east, along said highway right-of-way line, a distance of 298.50 feet; thence north 46 degrees 29 minutes 47 seconds east, along the northwesterly line, and its northeasterly extension, of that property as described and recorded in deed document number 207971, a distance of 167 feet, more or less, to the center line of whiskey ditch; thence northwesterly, along said center line a distance of 323 feet, more or less, to a line which bears north 46 degrees 29 minutes 47 seconds east from the point of beginning; thence south 46 degrees 29 minutes 47 seconds west a distance of 55 feet, more or less, to the point of beginning.

  1. Special Use Permit - Worthington ISD 518 is seeking the issuance of a special use permit for its proposed 19,594 square foot addition to the High School, which is located at 1211 Clary Street. Public Institutional and Cultural land uses, including public schools, are permitted in the “R-3” - Low Density Preservation Residential District, which is the zoning classification of the subject property, only through the issuance of a special use permit.   1. Special Use Permit - Quality Storage of Worthington is seeking the issuance of a special use permit for the placement of 30 portable storage units on property it owns at 375 County Road 5. Each unit will be 8.5'(W) x 20'(L) x 8.5'(H) in size. When completed, the portable units will cumulatively provide 5,100 square feet of storage. Warehousing is permitted in the “M-1” - Light Industrial district, which is the zoning classification for the subject property, only through this issuance of a special use permit. The legal description of the subject property under consideration is as follows:

 
That part of the Northeast Quarter of the Southeast Quarter (NE1/4 SE1/4) of Section 24, Township 102, Range 40, City of Worthington, Nobles County, Minnesota, being more particularly described as follows: Commencing at the east quarter corner of said Section, thence South, assumed bearing, along the east line of said Section, a distance of 650.00 feet to the Point of Beginning of this description; thence continue South, along said section line, a distance of 200.00 feet; thence North 88 degrees 53 minutes 01 seconds West, parallel with the east-west quarter line of said Section, a distance of 300.00 feet; thence North, parallel with said section line, a distance of 200.00 feet; thence South 88 degrees 53 minutes 01 seconds East, parallel with said quarter line, a distance of 300.00 feet to the Point of Beginning. Said part contains 1.377 acres of land, more or less, and is subject to existing easements of record.

 

  1. Comprehensive Plan Amendment - The City of Worthington is considering an amendment to its Comprehensive Plan’s Land Use Map. The amendment would take approximately 93.50 acres of land north of Interstate 90 and west of US Hwy 59 currently reserved for future development and designating it for commercial and industrial land uses. If approved, the amendment would allow for urban development of the area in question.

 
The public hearings will be held in the City Council Chambers, at City Hall, 303 Ninth St., Worthington, Minnesota, at 7:00 P.M. on Tuesday, April 7, 2015. At the hearings, the Planning Commission will hear staff’s report and public testimony and may take action. All interested persons are invited to attend and be heard.
