OFFICIAL PROCEEDINGS OF THE COUNTY BOARD OF NOBLES COUNTY, MINNESOTA

The County Board of Nobles County met in special session this 15th day of June, 2010, in the Board of Commissioners Room, at the Nobles County Government Center, Worthington, Minnesota. The following Commissioners were in attendance: David Benson, Diane Thier, Vern Leistico, Gene Foth and Marvin Zylstra.

Elected Officials in attendance included: County Attorney, Gordon Moore; County Auditor-Treasurer, Sharon Balster and County Recorder, Lynn Wilson.

The Pledge of Allegiance to the flag was recited.

Melvin Ruppert, County Administrator, presented the Board with information on county aid reductions for years 2007, 2008, 2009, 2010 and 2011. Mr. Ruppert advised the Board that based on current economic trends, the County could expect to lose the majority of the $1.1 million in state aid over the next couple years targeting approximately $750,000 in 2011. In addition, Human Service state aid reductions for 2010 and 2011 are estimated at $110,000 and $170,000 respectively.

The County Board discussed the vacant Finance Director position in relationship to present and future cuts in state aid. Mr. Ruppert provided the Board with background on the duties/responsibilities of the position and potential ramifications the County may see in meeting present and future audit compliance standards.

On a motion by Marv Zylstra, seconded by Diane Thier, it was duly passed to implement a county-wide hiring freeze for the balance of 2010 (vacancies in essential positions may come before the Board for discussion/approval).

The County Board discussed ideas to have department heads propose budget cuts of 10 per cent and 15 percent from the budgets for 2011. Elected Officials in attendance provided the Board with input on the ramifications of across the Board reductions. The consensus of the Board supported Elected Officials and Departments Heads working together to compile a list of proposed considerations.

There being no further business, the Board adjourned sine dies.
