OFFICIAL PROCEEDINGS OF THE COUNTY BOARD OF NOBLES COUNTY, MINNESOTA
The County Board of Nobles County met in regular session this 19th day of October, 2010, in the Board of Commissioners Room, at the Nobles County Government Center, Worthington, Minnesota. The following Commissioners were in attendance: Diane Thier, Marvin Zylstra, David Benson and Gene Foth. Absent: Vern Leistico
The Pledge of Allegiance to the flag was recited.
On a motion by Diane Thier seconded by Gene Foth, it was duly passed to approve the agenda.
On a motion by Gene Foth and seconded by David Benson, it was duly passed to approve the Official Proceedings of the October 5th, 2010 County Board meeting.

Kent Wilkening, Sheriff, presented the Board with information and a requisition for personnel to fill the vacant deputy position.
The Board discussed budget implications and the current hiring freeze. No action was taken.
Steve Schnieder, Public Works Director, presented the Board with information and a recommendation in the area of Public Works.
On a motion by Marvin Zylstra and seconded by Gene Foth, it was duly passed to adopt the following resolution:
WHEREAS, Nobles County has reviewed the pertinent data on bridges requiring replacement, rehabilitation, or removal, supplied by local citizenry and local units of government, and
WHEREAS, Nobles County has identified those bridges that are high priority and that require replacement, rehabilitation, or removal within the next five years;
NOW, THEREFORE BE IT RESOLVED, that the following deficient bridges are high priority and Nobles County intends to replace, rehabilitate, or remove these bridges as soon as possible when funds are available,

NOW, THEREFORE, BE IT RESOLVED, that the Nobles County Board of Commissioners does hereby request authorization to replace, rehabilitate, or remove such bridges.
On a motion by Diane Thier and seconded by David Benson, it was duly passed to authorize the County Administrator to sign, on behalf of Nobles County, a one year custodial services agreement with Lambert's Carpet Cleaning for the War Memorial (Library) and Public Works buildings.

On a motion by David Benson and seconded by Marvin Zylstra, it was duly passed to approve county department and board travel expenses for October 8, 2010. A summarized copy of the expenses was before the Board and is made a part of this resolution by reference.
Committee and Board reports were received from the following:
District II-Commissioner Thier reported on the Manna Food Pantry, Library Board, Southwestern Mental Health meetings, Adrian Library book signing and meeting with the College on a Library site.
District IV-Commissioner Foth reported on the Okabena-Ocheda Watershed, Joint City/County/School, Budget Committee meetings and the SW MN Food Security Summit hosted by the Manna Food Pantry.
District III-Commissioner Benson reported on the Southwest Adult Mental Health Consortium, Children's Justice Initiative and Nobles-Rock Public Health meetings.
District I-Commissioner Zylstra reported on the Extension Committee, Heron Lake Watershed, Budget Committee, Family Services and Joint Transit meetings.
Deputy County Administrator Luing updated the Board on the OSHA consultation status.
On a motion by David Benson and seconded by Gene Foth, it was duly passed to approve the following claims for payment:
