RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the work described below will be received at the Office of the City Clerk, City of Worthington, 303 Ninth Street, Worthington, MN 56187 until 2:00 p.m. on September 22, 2021, at which time the bids will be opened and publicly read. The bids and responsibility of the bidders will be considered publicly by the City Council at 7:00 p.m. on September 27, 2021, in Council Chambers, 303 Ninth Street, Worthington, MN.

together with numerous related items of work, all in accordance with Plans and Specifications. This project is subject to Responsible Contractor Certification.
COMPLETION OF WORK: All work under the Contract must be complete by December 1, 2021.

BID SUBMITTAL: A bid shall be submitted no later than the date and time prescribed and at the place indicated in the advertisement or invitation to bid. For this project, the City will only be accepting paper bids.
BID SECURITY: Each bid must be accompanied by a certified check, cash, money order or bid bond for at least 5 percent of the amount of the bid, made payable to the City of Worthington, which amount shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, shall fail to enter into the contract so let.
A contractor responding to this solicitation document shall submit to the City a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term ''responsible contractor'' as used in this solicitation document means a contractor as defined in Minnesota Statues, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3 or fails to verify that it meets those criteria is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to the City upon request copies of the signed verifications of compliance from all subcontractors of any tier pursuant to Minnesota Statues, section 16C.285, subdivision 3, clause 7.
The City reserves the right to reject any and all bids and to waive irregularities and informalities therein and further reserves the right to award the contract to the best interests of the City.
All proposals must be addressed to City Clerk, Worthington City Hall, 303 Ninth Street, P. O. Box 279, Worthington, MN 56187, and shall be endorsed thereon "BID FOR 27TH STREET EXTENSION".
OWNER'S RIGHTS RESERVED: The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
