RECEIPT AND OPENING OF PROPOSALS: Proposals for the work described below will be received online through until 2:00 p.m. on June 22, 2021, at which time the bids will be opened and publicly read at the office of the Worthington Public Utilities General Manager, Worthington Public Utilities, 318 9th Street, Worthington, MN 56187.
DESCRIPTION OF WORK: The work includes construction of the following, together with numerous related items of work, all in accordance with the Plans and Specifications:
A.Construction of new aeration basins, rapid mix structure, control structures, final clarifiers, control building, biosolids blower building, aerobic digestion tank, and associated equipment and appurtenances.
B.Renovation of the existing anaerobic digesters and digester building to convert to aerobic digestion, upgrading the existing chlorine disinfection system and chlorine building, renovation of the existing biosolids storage lagoons, re-lining the existing equalization storage basins, and upgrades to the existing pretreatment and influent pumping systems.
C.Rehabilitation of the existing operations building and maintenance building.
D.Furnish and install new power distribution and generation equipment, electrical systems, process controls, and supervisory control and data acquisition (SCADA) systems.
E.Furnish and install new remote SCADA monitoring of the existing sanitary lift stations.
F.Decommissioning and demolition of the existing wastewater treatment facilities, including, but not limited to, the existing trickling filter structures and appurtenances, trickling filter pump stations, grease removal tank, clarifier structures, sludge transfer building, and other miscellaneous structures and appurtenances.
G.Construction work includes a Bid Alternate for constructing a new cast-in-place concrete aerobic digester tank in lieu of the proposed prestressed concrete tank.
H.Various other trades associated with the above work including HVAC, plumbing, electrical, controls, painting and coating systems, and civil site improvements.
COMPLETION OF WORK: The work must be substantially complete within seven-hundred thirty (730) calendar days after receipt of the Notice to Proceed, and all work completed and ready for final payment within eight-hundred fifty (850) calendar days after receipt of the Notice to Proceed.

BID SUBMITTAL: A bid shall be submitted online no later than the date and time prescribed. For this project, the Owner will only be accepting online electronic bids through QuestCDN. To access the electronic bid form, download the project document and click online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.
BID SECURITY: A Proposal Bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of Worthington Public Utilities shall accompany each bid.
STATE AND FEDERAL REQUIREMENTS: This project is being funded by the Minnesota Public Facilities Authority (PFA) State Revolving Loan Fund and the City of Worthington, Minnesota. The project is subject to the State of Minnesota and Federal Prevailing Wage Rates, Buy American Iron and Steel Provisions, and other applicable State and Federal Requirements as specified.
RESPONSIBLE CONTRACTOR REQUIREMENTS: A Bidder responding to this solicitation document shall submit to Worthington Public Utilities a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term "responsible contractor", as used in this solicitation document, means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3, or fails to verify that it meets those criteria, is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to Worthington Public Utilities, upon request, copies of the signed verification of compliance from all subcontractors of any tier pursuant to Minnesota Statutes, section 16C.285, subdivision 3, clause 7.
MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three (3) municipal wastewater treatment plants within the last five (5) years.
PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager of the project. It shall be understood, however, that no specification interpretations will be made by telephone.
