NOTICE OF PUBLIC HEARING
The City of Worthington City Planning Commission will hold three (3) public hearings on Tuesday, July 6, 2021 for the purpose of considering the following business:
Change of Zone - The Worthington Housing and Redevelopment Authority has requested a change of zone for property owned by the City of Worthington located west of Grand Avenue directly north and south of Cecilee Street. If approved, the requested change of zone will change the property from its existing 'R-2' - One Family, Low Density designation to 'R-4' - Medium Density Residential. Minnesota State Statute § 462.357 and Worthington City Code Section § 155.223 authorize the City's governing body to change the City's zoning district boundaries subject to the requirements established therein. The legal description of the subject property under consideration is as follows:
Lot 2, Block 2 and Lot 1, Block 3, Cecilee Addition, City of Worthington, Nobles County, Minnesota.
Variance - The City of Worthington has submitted a request to subdivide the existing lot located at 1601 Oxford Street property, owned by Kwik Trip, Inc., into two new lots. Both lots resulting from the proposed subdivision will fail to comply with the 10-foot side setback requirements for 'B-3' - General Commercial properties, the current zoning of the subject property, as established by City Code Section § 155.040 and Chapter 155, Appendix A. One of the proposed new lots will also fail to comply with the 10-foot side setback requirement of the 'B-3' District. Minnesota State Statute § 462.357, Subdivision 6 and Worthington City Code Section § 155.219 provides that the City's Board of Zoning Appeals may issue variances from the requirements of the City's Zoning Ordinance subject to the requirements established therein. The legal description of the subject property under consideration is as follows:
Lot 1, Block 1, Worthington Community Second Addition, City of Worthington, Nobles County, Minnesota.
Text Amendment - The City of Worthington is considering a text amendment to Chapter 155, Appendix D governing required distance buffering for certain land uses. The current setback from property lines for operation of any stockpile is 200 feet, except they may be 50 feet from a street line. The City is considering an amendment that may reduce or completely remove the required setbacks for operation of any stockpile.
The public hearings will be held in the City Council Chambers at City Hall, 303 Ninth Street, Worthington, Minnesota, at 7:00 PM on Tuesday, July 6, 2021. At the hearings, the Planning Commission will hear staff's report and public testimony and may take action.
