The City of Worthington Planning Commission will hold five (5) public hearings on Tuesday, February 4, 2020 for the purpose of considering the following business:

Conditional Use Permit – Wold Architects and Engineers is seeking a conditional use permit for property owned by Independent School District No. 518 at 1220 Oslo Street (a.k.a. “Trojan Field”) to place buildings, structures and equipment below the regulatory flood protection elevation and place approximately 5,000 cubic yards of fill on the property. Placing buildings, structures and equipment below the regulatory flood protection elevation and bringing in fill over 1,000 cubic yards in the flood fringe area can only be done through the issuance of a conditional use permit. The applicant would like to add a 2nd story approximately 11,455square foot addition onto the existing high school including an outward physical expansion of a 2-story approximately 391 square foot elevator and staircase. Text Amendment- The City of Worthington is considering a text amendment to Chapter 155.010 and 155.072 to restrict commercial communication towers being built in residential districts. Commercial towers would only be allowed on schools, hospitals and other institutional uses within residential districts and would require a conditional use permit for towers over fifty (50) feet tall.

Text Amendment- The City of Worthington is considering a text amendment to Chapter 155: Zoning Appendix E Table 5: Schedule of Use Regulations to create a new land use of Outdoor Seating Areas defined as: An outdoor seating/serving area compact and contiguous to a bar, tavern, restaurant, café, coffee shop, brewery, brewpub, or distillery that would be permitted by right in a “B-2”, “B-3” and “B-4”
district and a text amendment to 155.085 Commercial and Industrial Districts General Provisions to provide regulations on Outdoor Seating Areas.

Change of Zone- The City of Worthington is considering a change of zone of approximately 2.15 acres North of Sutherland Drive and approximately 120 feet West of Sterling Avenue. The City is considering rezoning the property from its current “TZ” Transitional Zone designation to “R-1” One Family Detached designation. The legal description of the property under consideration is as follows:

That part of the Southeast Quarter of the Northeast Quarter of Section 28, Township 102 North, Range 40 West, City of Worthington, Nobles County, Minnesota, lying west of Glenwood Heights First Addition, City of Worthington, Nobles County, Minnesota, according to the recorded plat thereof, and north of the south line of said Glenwood Heights First Addition projected westerly.

The public hearings will be held in the City Council Chambers at City Hall, 303 Ninth Street, Worthington, Minnesota, at 7:00 P.M. on Tuesday, February 4, 2020. At the hearings, the Planning Commission will hear staff’s reports and public testimony and may take action. All interested persons are invited to attend and be heard.
