RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the work described below will be received by the Worthington Public Utilities General Manager at 318 9th St., Worthington, MN 56187 until 2:00 p.m. on September 11, 2019, at which time the bids will be opened and publicly read. The bids and the responsibility of the bidders will be considered publicly by the Worthington Public Utilities at 3:00 p.m. on September 16, 2019 at the Worthington Public Utilities Conference Room, 318 9th St., Worthington, MN 56187.

All proposals must be addressed to General Manager, Worthington Public Utilities, 318 9th St., Worthington, MN 56187, and shall be endorsed thereon "BID FOR EQUALIZATION PUMP STATION IMPROVEMENTS".

DESCRIPTION OF WORK: The work includes the following:

1.Renovations to the existing Equalization Pump Station, including installation of new submersible pumps, replacement of piping, valves, hatches, and influent screening basket, and associated structural modifications.

2.Replacement of electrical equipment and new PLC controls.

3.Replacement of HVAC and plumbing equipment.

4.Architectural renovations to the existing interior and exterior building, including replacement of EPDM roofing, new fiberglass doors, re-caulking joints, and re-coating and sealing surfaces.

COMPLETION OF WORK: All work under the Contract must be complete within one-hundred eighty (180) calendar days after receipt of the Notice to Proceed.

MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three municipal wastewater treatment plants or pump stations within the last five (5) years.

Bids will be received on a lump sum basis.

BID SECURITY: A certified check or a Bid Bond satisfactory to the Worthington Public Utilities, Worthington, Minnesota, in the amount of not less than 5 percent of the total Bid price submitted must accompany each Bid, made payable to Worthington Public Utilities, which amount shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, shall fail to enter into the contract so let.

LABOR RATES - MINIMUM WAGE REQUIREMENTS:
This project is being funded by Worthington Public Utilities, Worthington, Minnesota. The project is not subject to the provisions of Little Davis-Bacon Act.

PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract.

The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.

RESPONSIBLE CONTRACTOR REQUIREMENTS:
A contractor responding to this solicitation document shall submit to Worthington Public Utilities a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. The term "responsible contractor", as used in this solicitation document, means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3. Any prime contractor or subcontractor that does not meet the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3, or fails to verify that it meets those criteria, is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project. A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded a construction contract on the project and may result in termination of a contract awarded to a prime contractor or subcontractor that submits a false statement. A prime contractor shall submit to Worthington Public Utilities, upon request, copies of the signed verification of compliance from all subcontractors of any tier pursuant to Minnesota Statutes, section 16C.285, subdivision 3, clause 7.

PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the Engineer/Manager for the project. It shall be understood, however, that no specification interpretations will be made by telephone.
