WAHPETON, N.D. - North Dakota State College of Science and AT&T remain in a stalemate over a $47,000 phone bill racked up almost a year ago by a former Wildcat basketball player.

AT&T last month rejected an offer by the school to pay $1,631.64 of the $46,897 bill, and have the phone company seek the balance from former NDSCS student Touhomi Ghazoul, according to information obtained by The Forum this week in an open records request.

Ghazoul, from Algeria, in February pleaded guilty to misdemeanor theft of property after he made several hundred international and domestic phone calls from July 21 to Sept. 9, 2007, using a school-issued phone card. Ghazoul was ordered by the court to pay restitution up to $36,440.55.
