WORTHINGTON -- Lisbeth Carolina Campillo, 29, of Worthington, was charged in Nobles County District Court with attempted theft and attempted false application for a motor vehicle, both felonies.

WORTHINGTON -- Lisbeth Carolina Campillo, 29, of Worthington, was charged in Nobles County District Court with attempted theft and attempted false application for a motor vehicle, both felonies.

According to the criminal complaint, Campillo applied for a duplicate title for a 2004 Dodge pickup in December 2005. The truck had been seized, and forfeiture was pending based on several controlled drug buys resulting in charges against her husband. Law enforcement was holding the title of the vehicle as bond. When Campillo went to the license center, she said she was going to Mexico for a family emergency and was told by law enforcement she could get a duplicate title. Law enforcement denied that Campillo ever came in to discuss any such thing. A few days prior to the incident, her husband was seen driving a 2000 GM Yukon in the parking lot of Prairie Justice Center. Police are aware numerous vehicles are registered to Campillo and her husband.

If convicted, she faces a maximum combined penalty of 4½ years imprisonment and/or $10,000 in fines. His next court appearance is 9 am. Sept. 19 at Prairie Justice Center, Worthington.

WORTHINGTON -- Scott Lee Echternach, 19, of Reading, was charged in Nobles County District Court with third- and fourth-degree criminal sexual conduct, both felonies.

According to the criminal complaint, police were called Aug. 20 by a man who wanted to report an incident that had occurred involving his 15-year-old daughter. The juvenile was supposed to spend the night as a friend's house, but instead stayed at another person's house with Echternach. She told the officer she had been drinking beer with the two men at the races, then left with Echternach. She said she had sex with him and that he knew she was only 15. During an interview at the Law Enforcement Center, Echternach admitted he knew she was 15 and that the two of them had been dating secretly for about two weeks.

If convicted, he faces a maximum combined penalty of 25 years imprisonment and/or $50,000 in fines. His next court appearance is 9 a.m. Sept. 5 at Prairie Justice Center, Worthington.

WORTHINGTON -- Cyril Norman Stewart, 30, of Moorcroft, Wyo., was charged in Nobles County District Court with fourth-degree driving while impaired and third-degree refusal to submit to test.

According to the criminal complaint, Stewart was pulled over on Aug. 19 due to driving concerns. He blew a preliminary breath test of .12 alcohol concentration, but refused a breath, urine or blood test at the Law Enforcement Center. Bail was set at $2,500.

If convicted, he faces a maximum combined penalty of one year and 90 days imprisonment and/or $4,000 in fines. His next court appearance is 9 a.m. Sept. 5 at Prairie Justice Center, Worthington.

WORTHINGTON -- Samuel Henry Seivert, 28, of Harris, Iowa, was charged in Nobles County District Court with second-degree driving while impaired and driving without a valid state license.

According to the criminal complaint, Seivert was pulled over on Aug. 20 due to driving concerns. He blew a preliminary breath test of .10 alcohol concentration and repeatedly told officers, "You got me, I am drunk, I am a criminal."

Seivert has previous DWI convictions in Sioux County, Iowa from 2002 and from Osceola County, Iowa, from 2005. His bond was set at $12,000.

If convicted, he faces a maximum combined penalty of one year and 90 days imprisonment and/or $4,000 in fines. His next court appearance is 9 a.m. Sept. 5 at Prairie Justice Center, Worthington.
