ROCK RAPIDS, Iowa -- A 50-year-old Rock Rapids man was arrested and charged with theft in the second degree, a class D felony.
Kevin Espeland allegedly stole gasoline using a credit card beginning on Dec. 5, 2009 and continuing until April 29, 2010. He is currently out on bond.
