FULDA — Criminal charges have been filed in court against a Windom man accused of sexually assaulting a minor with whom he has a significant relationship.
A teenage victim reported that Ka Lu Htoo, 38, of Windom, assaulted the victim when the victim was 13 or 14 years old. When a family member learned about the alleged assault, they asked Htoo if it was true, and he reportedly said it was.
Htoo was charged with one count of first-degree criminal sexual conduct and one count of incest. Both are felonies, and the criminal sexual conduct charge carries a maximum possible sentence of 30 years in prison and/or a $40,000 fine.
Htoo has also been charged with sexually assaulting two other children in separate criminal cases.
If he is convicted, he will be sentenced based on criminal history.
