Q What are the primary responsibilities of your department and explain how those responsibilities serve the public: A As Auditor-Treasurer I am responsible for both the Auditor/Treasurer Department and Motor Vehicle License Center in Nobles County. We have a staff of 5.1 in the A/T department and 3 in the License Center. Following is a list of each department’s main activities and some details about each.
Real Estate Taxes

  • Receive tax levy and special assessment information from the various taxing authorities in the county to calculate real estate taxes. Ensure proper tax billing and collection of payments.
  • Distribute collected taxes accurately to respective taxing authorities three times per year. Estimated real estate taxes for 2016 are $29,668,725.
  • Track delinquent taxes and follow up with tax forfeiture notices and proceedings if necessary.
  • Maintain files for more than 75 escrow companies for payment of property taxes. We offer ACH payment of property taxes, which requires accurate tracking.
  • Complete numerous state reports for the Department of Revenue and the Minnesota Department of Education.


  • Process vendor bills by making sure claims are coded and completed accurately and proper receipts are obtained before submission is prepared for the County Board’s approval. Once approved, print checks and complete banking process. 
  • Maintain the financial program with accurate data entry.
  • Determine if vendors are 1099 eligible, track form completion, issue annual statements and submit IRS reports.



  • Receipt in all dollars collected for all departments within the County.


  • Process bi-weekly payroll. Track employee withholdings, deductions, benefits and direct deposit information. 
  • File electronic state and federal taxes. Report state and federal withholdings and unemployment.
  • Reconcile year-end payroll and distribute W-2s and 1095 forms.
  • Process employee expense reports.

Real Estate Property

  • Track property ownership through transfer of warranty deeds, contract for deeds, quit claim deeds, probate and trustee deeds, decrees, judgments, affidavits or survivorship, mortgages and Sheriff foreclosures.
  • Accepts and routes certificate of Real Estate Value (CRVs) and Electronic Certificates of Real Estate Value (eCRVs)
  • Maintains tax computer system to reflect property ownership changes and accuracy of legal descriptions.


  • The Auditor/Treasurer serves as the Chief Election Official for the County.
  • Create materials and provide election judge training every two years. Nobles County had approximately 240 individuals certified to serve as election judges in 2014.
  • Maintain state voter registration data for Nobles County residents within the state system (SVRS). Process voter registration cards and other numerous changes in the system.
  • Maintain and test election equipment for all 40 precincts.
  • Provide information for the creation of each precinct ballot. Proof ballots. Test ballots in M100 ballot counting machines.
  • Create forms for judges to use at the polling locations. Assemble election supplies for each polling place.
  • Process the issuance and acceptance of Absentee ballots for the primary and general elections and any applicable special elections.


  • The county has 36 ditch systems which they maintain. The A/T office is required to track the financial assessments for each ditch and the payment of maintenance expenses.
  • Coordinate and publish notices for all public hearings. Coordinate with neighboring counties in which ditch systems are shared.
  • Coordinates with the County Public Works Department as to maintenance issues that arise. 
  • Maintain ditch benefit for all applicable parcels of property.

License Center

  • Register, title and transfer motor vehicles, watercrafts, snowmobiles, ATVs, and trailers for individuals and car dealerships. This includes determining the type of license and gross weight, computing the sales tax due, various paperwork, and collection of fees. In 2014 our site processed 26,486 transactions.
  • Issue, renew and replace driver’s licenses and ID Cards – verify documents, collecting the proper fees, check vision, and take photos.
  • Issue probate license to trucking firms. This includes setting up a meeting with the trucking company representative, completing paperwork for each truck, computer data entry, and calculating and collecting fees. Completes and balances the prorate report for the MN Department of Public Safety.
  • Enter all transactions into the state Motor Vehicle Registration System (MVRS) by completing associated reports, filling out deposit tickets and correcting problems if they arise.
  • Maintain inventory of license plates and license plates stickers obtained from the state.
  • Issue temporary disability parking certificates.

Q What are some of the major accomplishments of your department in the past year?
A We hosted a tax forfeiture sale in June 2015. Also, with the assistance of the Finance Director, we introduced employee purchasing cards (P-Cards)
Q What are your expectations for the coming year?
A Primary and General elections in the fall; assist with the implementation of a credit card payment system for use in various county offices; and host another tax forfeiture sale.
